Participants of this research were members of "NovT-Team". Here are main criteria which helps to choose places where
I6Bureao should be firstly:
1) Scientific and technical potential;
2) Territory evenness;
3) Potential leaders loyalty;
4) Maturity of closely-related functional;
5) Capitals of state districts, constituent territory;
6) Special economic or politic status.
